If you’re a foreigner moving to the Philippines for work, to retire, study or travel long term, you might be wondering: can a foreigner open a bank account in the Philippines?
The short answer is yes, but it’s not always straightforward.
Having a local bank account can help cut the costs of transacting in PHP, but it’s good to know that there are some important requirements for foreigners to open a bank account in the Philippines - often including holding an ACR I-Card - which you’ll need to comply with.
This guide looks at how to open a bank account in the Philippines for foreigners, including the application process and common costs. We'll also introduce the Wise account, a handy companion to make your money go further with low, transparent fees.

There’s no legal reason why a foreigner can’t open a bank account in the Philippines.
However, individual banks set their own eligibility rules which will ultimately decide if you’re able to get an account or not.
It’s common for banks to have requirements which effectively prevent short term visitors from opening an account, by asking for an ACR I-Card¹ for example. As this can only be provided to people who have been in the country for over 59 days on a valid visa, it can be a barrier if you’re only there for a short visit.
Banks set out their own rules on account eligibility. To give an example, BDO² asks for the following:
Union Digital Bank³ allows foreign applicants with:
This varies depending on the bank you select and the specific documents you are able to provide to support your account activation. If you have all the required ID documents you may be able to apply online with BDO for example, and Union Digital Bank is a fully digital service with all online applications.
Check with your preferred bank as many still ask you to visit a branch in person, particularly if you have non-standard documents as a foreign applicant.
The exact requirements for foreigners to open a bank account in the Philippines vary, but you’ll often need to provide the following:
An ACR is an ID card issued to foreigners in the Philippines on visas lasting over 59 days. So - can I open a bank account without an ACR? This may be possible with some banks, but only if you have other acceptable forms of ID. Contact your own bank to check their policy on this.
If you’re not a long term resident of the Philippines you can’t get an ACR I-card - but you can still open an account to hold and spend PHP with a provider like Wise. More on that later.
You don’t typically require barangay clearance for opening an individual bank account - although a Barangay Certificate may be accepted by banks like BDO if you can’t provide other documents to support your application⁴.
You may find you can open a bank account online as a foreigner, but it’s not always an option. Banks will decide whether or not online opening is allowed based on your preferred account type and the documents you can provide for identification.
If you’re interested in applying for a bank account online, BDO is one service which does allow digital applications from eligible foreigners.
Here’s how to open a bank account in the Philippines online with BDO as an example:
Step 1: Go to the BDO website and choose the account type you prefer
Step 2: Click the Apply Now option, and fill out the online application forms
Step 3: Upload your application and submit a photo of your ID, and a selfie
Step 4: Book a video call with a BDO representative for account verification
Step 5: You can fund your account within 7 days and then pick-up your debit card and other account documents at your chosen BDO Branch

Banks set their own account eligibility rules and may not allow a short term tourist to apply for an account. Many banks ask to see your ACR I-card, which is only available for people who have been in the Philippines for over 59 days. While you can apply for your ACR card on a tourist visa, you’ll also need to make sure you meet the stay duration requirement.
The costs of banking in the Philippines may not be the same as you’re used to at home. Read the fee schedule for your new account carefully to make sure you’re not caught out by unexpected costs.
Here are a few common charges to look out for, based on BDO as a physical bank choice, and Union Digital Bank if you’re looking for a digital bank instead.

It’s often impossible to find a truly free bank account - in the Philippines or elsewhere in the world. Many accounts in the Philippines have no monthly fee - but a fixed minimum balance may need to be maintained. Plus, even if you maintain your balance to avoid ongoing costs you’ll still normally run into transaction charges if you send a payment or use an overseas ATM for example.
Opening a bank account in the Philippines is possible as a foreigner, but not always easy. You’ll need to look carefully at the eligibility rules for any account you pick out, as foreign applicants are often asked to provide several documents to get verified.
You’ll also need to navigate the application process, which may be online - but which can also mean calling into a branch in person to submit your paperwork and complete your onboarding.
Because of these hurdles, some foreigners look for simpler alternatives. Providers like Wise let you hold and manage PHP without needing to meet traditional bank requirements, and you can set up your account online.

If you don’t meet local bank requirements, or want to avoid lengthy paperwork, Wise can be an alternative.
