The short answer is yes, but it’s not always straightforward.

Having a local bank account can help cut the costs of transacting in PHP, but it’s good to know that there are some important requirements for foreigners to open a bank account in the Philippines - often including holding an ACR I-Card - which you’ll need to comply with.

Can a foreigner open a bank account in the Philippines?

There’s no legal reason why a foreigner can’t open a bank account in the Philippines.

However, individual banks set their own eligibility rules which will ultimately decide if you’re able to get an account or not.

It’s common for banks to have requirements which effectively prevent short term visitors from opening an account, by asking for an ACR I-Card¹ for example. As this can only be provided to people who have been in the country for over 59 days on a valid visa, it can be a barrier if you’re only there for a short visit.

Banks set out their own rules on account eligibility. To give an example, BDO² asks for the following:

  • Passport
  • Second ID (often an ACR I-card and in some cases, a national ID or other documents

Union Digital Bank³ allows foreign applicants with:

  • An ACR,
  • Filipino phone number

Can you open a bank account online in the Philippines as a foreigner?

This varies depending on the bank you select and the specific documents you are able to provide to support your account activation. If you have all the required ID documents you may be able to apply online with BDO for example, and Union Digital Bank is a fully digital service with all online applications.

Check with your preferred bank as many still ask you to visit a branch in person, particularly if you have non-standard documents as a foreign applicant.

Requirements for foreigners to open a bank account in the Philippines

The exact requirements for foreigners to open a bank account in the Philippines vary, but you’ll often need to provide the following:

  • Your valid passport which should show your staying legally in the Philippines
  • A secondary ID document, such as an ACR card or national ID card
  • A Filipino phone number
  • Your minimum deposit amount

Do you need an ACR card?

An ACR is an ID card issued to foreigners in the Philippines on visas lasting over 59 days. So - can I open a bank account without an ACR? This may be possible with some banks, but only if you have other acceptable forms of ID. Contact your own bank to check their policy on this.

If you’re not a long term resident of the Philippines you can’t get an ACR I-card - but you can still open an account to hold and spend PHP with a provider like Wise. More on that later.

Is Barangay clearance required?

You don’t typically require barangay clearance for opening an individual bank account - although a Barangay Certificate may be accepted by banks like BDO if you can’t provide other documents to support your application⁴.

How to open a bank account in the Philippines as a foreigner

Step 4: Book a video call with a BDO representative for account verification
Step 5: You can fund your account within 7 days and then pick-up your debit card and other account documents at your chosen BDO Branch

Can tourists open a bank account in the Philippines?

Banks set their own account eligibility rules and may not allow a short term tourist to apply for an account. Many banks ask to see your ACR I-card, which is only available for people who have been in the Philippines for over 59 days. While you can apply for your ACR card on a tourist visa, you’ll also need to make sure you meet the stay duration requirement.

Is there a free bank account for foreigners?

It’s often impossible to find a truly free bank account - in the Philippines or elsewhere in the world. Many accounts in the Philippines have no monthly fee - but a fixed minimum balance may need to be maintained. Plus, even if you maintain your balance to avoid ongoing costs you’ll still normally run into transaction charges if you send a payment or use an overseas ATM for example.
